I dont really understand the "RESIDENTS OF JURISDICTIONS OTHER THAN THE UNITED STATES AND CANADA MAY BE ELIGIBLE TO ENTER THE CONTEST UNDER RULES APPLICABLE TO THOSE RESIDENTS’ JURISDICTIONS, IF SQUARE ENIX OR ITS AFFILIATES HAVE POSTED SUCH RULES" :/ am i still eligible to participate if i live say in EU or France?

Well, they don't seem to have made forum threads for this yet, but I assume there will be a separate thread for each region like the hairstyle contest. So hopefully you should be able to enter for EU.
