[EDIT] The white cloth under the saddle is a very similar design to the one the Parade Chocobo uses.

It looks very similar to The Best Gown Ever, and it has the wedding chocobo tail shape, this might actually be a comm reward. Which is the only content that relies on others aside from weddings, PvP, and RaF.

As long as it's not RaF or 3.0's Kirin I'd be willing to work for it.
