    Not sure if you're aware from the wording, but every size house belonging to an FC can have up to a maximum of 4 airships, so even if you can only snag a small house for the FC you can still get airships running.

    Yep, small FC houses also get airships. It's personal houses that don't get them but all FC houses of any size do.
