So I have to run around and look at each plot to see if it is available? When I goto a residential area there isn't a list?

You don't need to go to the area itself, you can check from the Ward list at the Main City aetheryte. However on patch day when the new wards are added I expect those to not be updated instantly so then you'll have to go look for yourself

Yes there a list you can see at the main city aetheryte or housing zone entrance, but the more time you spend looking at the list is more time someone else has to snatch up a house.
