Aren't all 4 available? I'm pretty sure it's Seeds from Sylphs, Ore from Kobolds, Bone from Amul'ja (or whatever they are) and Shells from the Sahagin. The HW dailies aren't random, but you need 18 tokes for any 1 item of your choice while the other 4 only require 13 for their specific item.

He's saying you can only get 3 tokens a day from each ARR tribe because of how the quests are separated into tiers based on level, while the HW tribes assign you 3 random dailies from all the ones you've unlocked, since they level-sync to you. So with 12 allowances, you can get max tokens with 4 different tribes each day.
And to the OP yes, 12 allowances is more than enough for now. Even with the upcoming Moogle tribe, a brand new player could simultaneously max rep on all 3 HW tribes everyday, and still (slowly) work on 1 ARR tribe, if they even cared to do it. The soonest we could expect an allowance increase is 4.0 with the addition of more tribes, but there's a better chance they'll find a way to avoid doing that so people won't complain about "OMG I have to do 18 dailies every day!!". I'm just thankful HW doesn't have me camping fates everyday for the new tribes, lol
