Pretty sure they do not. I believe someone on the lore team said Au Ra reproduce like the other spoken races. Au Ra are not lizards.

I don't think they are born with horns. A lot of animals with horns aren't born with them, and if they do, they're little tiny nubs if anything. My guess, a lot like most animal birth, they're born soft-bodied and only grow into the hardened scales and horns/tail as they grow up.
