In the very first link you supplied SE implies that even styles that didn't win the grand prize may very well still be added at a later date if they were popular enough.

Even if so, your first vote was still your last. There was also still topics being made during the event to inform players this change and on fan social media by other players for the duration of the contest.

Odd, that hairstyle was one the last ones in the runner ups rank. I reckon there is big chance females will not get the braid + ponytail hairstyle. There is a chance they might make that hairstyle unisex like the ones from the last patch.

I don't think it's quite the same hairstyle though. The top of the runner up kind of tapers to a point where this one looks more rounded up top.

Yeah I think so. The winners stayed pretty loyal to the original drawings so I'm inclined to say it's not directly based off the runner up style, but it gives me a little bit of hope we'll eventually get hairstyles that are at least similar to some of the other ones too. I'd love to have that ponytail with the across the shoulder braid. So maybe!
