Tell that to SE a couple years back. This is what many thought we were getting with personal housing. Instead we ended up with this extremely limited mess.Housing can be both a prestige, limited system, while also being a feature that's accessible to other players. It'd just require two different systems:
1. The current system, houses placed in a ward, where the player will have neighbours, as well as other players that can visit these wards to see a neighbourhood. This would be the prestige system, Allowing players to show off their wealth.
2. An instanced area that's limited to just one house and one garden. A system that expands on the private chamber one. Have it so players on someone's friend list, or players in the current party/alliance can visit it.

Exactly. We also ended up with this mess because SE told us we would get "personal housing" annnnnnnnnd technically; we did not. What we GOT was, leftover unsold FC housing! So when those plots went "public", they were, at least on a Legacy Server like Hyperion, GONE in days! And folks like me were furious. Reason why is a medium FC plot PRIOR to us finding this out was 2 mil. When it went live and being sold as "personal housing" it was 20 mil!
Needless to say it was not well received by players and we felt slighted because the idea we were given was, we as non FC house purchasers were getting our own little wards and areas separate from the FC wards. Not unsold FC left overs. -.-
