Because it doesn't make much of a difference. The pot is a bigger damage bonus, you're fairly limited in the number of Bloodletters you can use before your exit Jaws anyway, and the difference in your odds of getting a proc (assuming you can use it), particularly with Battle Litany active, isn't that substantial.
You can even shuffle the first skills around, put your DoTs up before you even Straight Shot, and get a small gain out of the deal. At least, that was the case with IR first then Pot, may or may not work if you're going Pot first.
To my understanding, Iron Jaws applies the effect of buffs currently active, so it's actually ideal to refresh your DoT ticks early to coincide with the moment right before your powerful buffs wear off in order to get a full, second cycle of buffed DoTs.Thanks for the explanation Rawrz
So it would be best to let dots buffed with cooldowns tick as long as possible before you refresh them

So Foe/Flaming Arrow depending on the situation
Then Straight shot + normal dots + Sidewinder/Bloodshot then Internal Release/Blood for Blood/Hawk eye/Raging Strike/Quelling Strike (<<< List Cooldowns)
then Iron Jaws to update the dots with all the power of all the cooldowns?
Then Barrage and Empyreal Arrow
Then keep shooting bloodletter/Heavy shot while making sure you still have the buff from Straight shot
And rinse repeat?
