This event does mainly cater to Japan, yes. But on the flip side of the coin it acts as fantastic advertising for the series in the West.watching people get upset about the yokai watch crossover was really funny, half of them were the same kind of people who would have an au ra ninja named after a naruto character or something, but they couldn't understand why square would choose to do something that doesn't specifically cater to them.
I think from a marketing standpoint, we all have to remember that we in the west are second priority. The Japanese audience is the largest so most marketing decisions target them before anything, and this is definitely no exception. Even if we don't like the anime series or the games it doesn't really matter because a lot of the JAP audience that played those games are probably really happy with the crossover, and are happy to see the FFXIV minions in yokai watch 3.
