While it is true that outside of japan little people would understand stuff like -ra and -ga, they don't really have to lol.
A lot of games have sick spell names you just need to get used to.
Besides, iirc, only some parts of FF had numerical names.
FF I, VII for sure had -ra -ga stuff.

So i quess it's exactly as you said.
Too many people would have problems with that.

The next level of "level 3 fire" i found in those parts i played are Firaja (FF tactics: War of the Lions) and Firasa in FF XIII-2.
While Firaja definietely exist in tactics, i can't seem to find -sa spells on any wiki. Maybe i am mistaken, but i can cut my hand, that there were -sa spells on Serah Ravager abilities list.
