They absolutely should be. Racial traits can define personality more than what your role play aspects want to believe. Keeping them per-race keeps the individuality of a race.
We already have people asking for the racial gear to be unlocked, the gendered gear to be unlocked. The hairstyles to be unlocked. The eyebrows to be unlocked. There's outcries for homogenization in everything. No individuality will exist and your race ends up being absolutely more pointless than it already is.
