I've long felt that the appropriate penalty should be that you're locked out for the remaining duration of the instance. If you leave 5 minutes into an instance with a 60 minute duration, you're locked out for 55 minutes. If you leave 20 minutes into a 90 minute duration, you're locked out for 70 minutes. By using the Roulette tool, you've pledged your time in exchange for Tomestones. Make sure that the time pledged is paid, regardless of whether you choose to stay or go.

People leave an instance early because they believe that they're saving time; they believe the instance will take longer than 30 minutes to finish, and so by booking it right away, the 30 minute penalty is still better than what they'd have to deal with otherwise. Make it so the penalty does NOT save them time.

It's not a perfect solution, of course. As you noted, there's activities that don't depend on the duty finder, and being limited to those may still be more appealing than sticking with a (supposedly) doomed run, but I definitely think it would help discourage nonsense like folks instantly dropping a Steps of Faith (now EASILY winnable, even with a spectacularly derpy group, but may still take some time to finish).
