Not quite sure where you pulled this figure out from, unless they've started selling more inventory space along with more retainers (which wouldn't totally surprise me), but even still you probably shouldn't assume everyone has this

I'm pretty sure that he's just mistaken since I'm pretty sure he was trying to count the Armoury Chest. Technically you have space to hold 400 non-quest/mission items on your person and you can also hold as many crystals as you want and they don't even take up those 400 spaces. 100 spaces for non-essential items is plenty of room, especially since the OP is most definitely talking about a pre-60 dungeon.
