The only emotes I know with arms up that high with the palms facing down are (maybe?) the female Au Ra's /dance and the WHM's /vpose. Unless this is a GC salute that belongs to either Mael or Adders.

I tried with both and the /vpose looks kind of close, I couldn't do it with the weapon on the back like in the picture.
