It's been a while since I've played WoW, and I've never been in a static because I hate the idea of being forced into a group I don't like during times I could be doing other things just so one of my characters can be a little stronger for a bit before all that work is invalidated. But from what I remember about WoW, you were doing LFR for your gear. Which was the highest end content below real raiding. And that was fine for me. Do that once a week, maybe get some gear, go back to advancing my character in other ways. Or leveling new characters. Or playing other games, or learning a real world skill, or whatever else you want to do with your time. Point is, you weren't doing content just so you could keep up with gear. You did the highest level stuff to get the highest level gear. And that was great! That's how this should be working. I should be good to go with 220 gear.
But nope. Next patch something is going to be released and my 220 gear won't be good enough. I'll have to do some new raid and grind that on all my classes just so I can use them for the next stuff. It's overwhelming and not fun.

Because anything harder than a dungeon roulette and 90% of the playerbase won't see it.
Dungeons give dungeon level gear. Raids give raid level gear. Content gives gear appropriate for the difficulty of obtaining it. Offer a smooth difficulty curve between casual and hardcore content.
It's not rocket surgery.
