    As a player who is currently going through the post 2.0 content and HW It is more a question whether or not it is worth it to start the Heavensward relic Quest or if I should wait till 4.0 to see if they do the same "start relic Quest from here or exchange the old ARR relic for the new one and thereby skip a step?

    Well you can always wait because the relic gets nerfed into the ground. There were people doing 2.0 relic when HW launched to get the last step. It wasn't that bad that people were asking if they should do all the steps to skip the first. You can wait and then decide. Then again I did not do the old relic and just did the crystal grind. It took me 12 hours of playtime to get all the crystals. It wasn't that bad.

    Honestly if you ask yourself will relic be worth doing in 4.0 vs now I'm not sure. Right now it's glorified glamour unlike in 2.0 when it almost was a requirement for a while for endgame early on. You can get a tome weapon in 7 weeks vs the current relic which may take the casual player months, it still may not be best in slot as of yet for some clssses. Also I have all the beast tribes maxed out with rep and that has helped me. It's not required for relic but makes it alot easier. I know as a new player you may not have that yet so it's something to consider.
