Edit: yes I waited, around two hours to be specific and I used the force SE mail option at the top but nothing.
It's account wide and should be available on every character whether or not it's created at the time of purchase or not (my alt made way after I purchased Slepnir got it when I created it). I did notice that it took a while for it to actually show up in my Mog mailbox, though. Not sure what else you can do aside from waiting or contacting SE support to see what they have to say about it. Good luck.
