i did a small bit of digging on the JP forums.
and after i read a thread about it (i used google translate so yes its not exact on grammar and wording, but gives at least the gist) some JP players are actually jealous that the US is getting some other way to get the maid/butler outfit. some posts even said they would have preferred it on the cash shop.

That's actually a good sign. If the different regions are of a similar mindset enough we may see some positive changes.
