Elidibus is the white-robed Ascian - an emissary from Zodiark ("the one true god") to the children of Hydaelyn. Though the black-robed Ascians want to help Zodiark manifest His revenge, he claims he just wants to put this world back on the proper path. He also occasionally talks about putting things in a proper balance and has mentioned that if we fully comprehended the Echo, we would be of one mind. He has a lot of information about the way things really are, but shares it very quietly and selectively.
A lot of people see him as a very careful manipulator, treading the line between the Ascians and the children of Hydaelyn to accomplish some larger, more meaningful agenda than either. I think that's very possible. But, personally, I'm suspicious. I see him as (or perhaps just hope that he is) more of a Seymour Guado or Vayne Solidor type character; someone you spend half the game thinking, "This guy's legit. Why aren't more people listening to this guy? So sensible." and the rest of the game wondering how you didn't see through it before it was too late to stop them without catastrophic losses.
