Same reason flying mounts don't fly in non flying zones: aether currents.

But why can't we fly and fight in places that allow flying, if we're able to fly without any assistance? There's some things I'm willing to suspend my beliefs on, but not being able to fly and combat when we're capable of flying without a mount is really pushing it, as if the tortoise wasn't enough (which is also just as obnoxious with the sound effects and smoke fumes)

And a Flying Adamantoise doesn't? Yet exists?

Don't even get started on that. If they added that because of player demand, then there's no reason they can't add other features (typically ones that are in much higher demand, like QoL fixes) because of player demands.

Attuning to aether currents could be one or you could just implemented a slow glide adjusted to the speed of a regular mount.

Lore could be very easy to create such as we created a crystal bracelet which allows infinite aether to utilise to float and attune to aether currents to fly
We can't fight during the process because we would be spending all our concentration on channeling the aether/energy to float/fly.
