As much as it would be nice that the weapon count for a higher weighted % of the ilvl, the ilvl calculation unfortuantely is just an average of all the pieces (unless this has changed recently, would love to be corrected).
I can kinda understand looking to push ilvl to past a certain threshold then swapping out to more appropriate pieces of gear so the player in question isn't a complete hindrance to the run but I'm looking more at the person is 10 ilvls below the cap at most. I actually was doing Sephi EX on DRG @ i203 at one point because I didn't have the appropriate gear score on DRG but my group needed a melee DPS so I swapped in a few healing accessories to temporarily bypass the limit then swapped back to STR accessories afterwards. I would probably do something similar for L60/EX DR as long as my ilvl wasn't too low because I'm pretty confident that despite being under ilvl I can still beat most DPS in DR as long as my ilvl wasn't dramatically below the min cap (and I'm rocking a decent to good weapon).
That being said, people running -35 to -45 ilvls under min need to GTFO and yes, gear up somewhere else. It's a shame gearing is so RNG dependent since you can't guarantee specific accessories / winning Gordian pieces (let alone what the queue time might be) though at least Eso pieces are fairly cheap now since they reduced the cost of Eso pieces this patch so it's not too hard to grab a few i200 pieces in that respect.
I had a DRK in Antitower with i145 weapon and helmet (rest was a random mish mash of i180s to i200s). It wasn't terrible persay.. but he most certainly had issues holding hate because of the i145 weapon. It didn't help he decided he wanted to mass pull entire hallways despite being completely new the dungeon. You'd think if you were new and had only an i145 weapon you'd want to keep the pulls normal since enmity was going every-which-way.
