This is a train wreck idea, first based on our current experience they didn't even update Diadem to include things higher then 210 with the release of 245 gear, so no way would they implement a second system that they must continue to update. Second with a 10% clear rate you're not even close to midcore, you're likely pushing A3S with that rate, so players like myself wouldn't even go into this mess. Midcore players like content that doesn't kill everyone for a single mistake made by X player in the group despite the 7 others doing things right. A fight that would probably be a good example of Midcore is T7 it starts easy and gets a bit hard, then you get to the boss and deal with mechanics that don't nessescarly kill everyone but need a good team effort to take down. Your content idea doesn't grasp this idea, it would dead in the water before anyone would even clear it once sadly.

Your point about the item level it's totally amiss, read better the 12th feature. The 10% clear rate it's not on the player base, it's on the single run. Example : A3S was cleared from the 10% of the player base, but the statics that cleared it have a 80-90% of clear rate cause they are pro. Same thing on this, 10% is on a single run with all PUGs. With a static or organized group the clear rate is higher. And again if you read better the post, a mid-core content is a content based on basic mechanics, so dodge or pulls and so on (like Titan EX), any Coil or Alexander fight UPON RELEASE must be considered hard-core cause you NEED an organized party/static. It's a train wreck when people reply without reading the the first post properly.
