There are several hats with that basic model:
Moldering Jester's Cap - Dzemael Darkhold
Vintage Jester's Cap - crafted (from preceding "moldering" version)
Harlequin's Cap - Dzemael Darkhold
Rainbow Cap of Aiming, Casting, or Healing - crafted
Magician's Hat - Halatali (Hard) or Brayflox's Longstop (Hard)
Imperial Operative Hat - crafted
Most of them are dyable.
Personally, I think the rest of the Evenstar set that Roegadyn_Bear posted earlier, but combined with one of these hats rather than the Evenstar hat, makes a good jester's outfit, at least for male characters. (I'm not so sure about the tutu that females get with their Evenstar coat.) That's limited to casters, though. The hats are mostly limited to Disciples of Magic, though the rainbow aiming one expands that to ranged DoW. A cosmetic set open to anyone would be nice.
