It's possible to have melded too much Craftsmanship and not enough Control onto your i170 to be able to craft the 3 star stuff.

I'll admit I'm a little surprised that a full i180 set cannot meet the minimum stat requirements for 3*

Except you can. Unless you're not counting 170 accessories, since those don't have 180 versions. But a 180 left side and 170 right side is more than enough to be 3 star ready.
