why cant we see all available levequests

That's just how the way it works. Complete one and the list refreshes. If it's still not there, repeat.

It is stupid and they know not much attention is drawn to their leve system, so it might as well be changed.

Its a sad attempt. I remember a video looking amazing showing how this guy entered a place where he fought a morborol with his friends when he picked up a levequest card, but here its boring and little to no reason to do them other than relic quests and crafting exp since battle exp for them blows.

The intro the FFXIV (not ARR)? While leves were way more important in 1.0, they were sadly never that epic. They probably should consider updating that system as almost everyone is sitting aorund with 100 allowances and not caring at all about it.

Since levequests are limited (as in you only get 3 allowances every 12 hours or so) they want you to spend them if the specific one you want isn't showing.
