Pretty much this. The only actions you should ever Macro together are cooldowns that need to be used together for maximum efficacy (e.g. For Paladins, Fight or Flight with Bloodbath, Awareness with Bulwark, etc.). And even then, it can be to your detriment to use a macro instead of just opening that third action bar, because it requires mashing a single button until it's applied, which can delay you for a few seconds until it's ready.
The target marking macros I posted are ONLY to be used for rapid marking of targets, and I only use them because they don't have consequences if something goes awry (if it fails, just wing it). You generally don't want to put your rotations on a macro, because the macro will break if you need to use something else while it's running, and then you won't have access to your combo finishers.
EDIT: Also, macros that call out actions that require others to participate are okay: so Living Dead, Divine Veil, Convalescence, etc.

do you really get to a 3rd action bar? I manage to jam everything onto 2 cross bars, with my 3rd bar having LB, pull macro (my only macro), potions and random emotes. At 60, you have a total of 32 skills (including cross class), and there are 16 spots a bar.
Also consider that, if you're approaching a group of enemies that are all relatively close together whether or not you have any intention of moving them from where they already are, you're usually better off running right into them and opening with Flash simply because that one Shield Lob on a single target means next to nothing when you're left waiting half a second or so to come off cooldown to aggro the rest of the group for what has to be a Flash anyways. Not that it really matters unless you're teamed up with people who don't wait for you to establish threat, but just something to consider. Albeit, if aggro itself is proving to be an issue rather than your method, then perhaps that extra aggro on a single target might be worthwhile at lower levels. Once you hit 26 and get the third part of your enmity combo everything will be so much easier.
For low level gladiator AOE tanking, flash until your mp bar is empty then use the riot blade combo to regenerate it. That's all. You'll only lose threat if you're grotesquely outgeared by the dps, in which case there's nothing to be done for it. Overcompensation is the path to success.
I play with keyboard and mouse. I have 24 slots on two bars, and need a third to hold them all.

ahhh, you speak a language i do not understand - I'm on controller -
Please no. There is never any reason to floor your mana by spamming flash. For low level gladiator AOE tanking, flash until your mp bar is empty then use the riot blade combo to regenerate it. Oh wait…. Sarcasm…… I need a drink
Put up a PF that says "I want to be a better tank, looking for armorer to kit me up." If you're still below 30 I'd personally make you the armor for free because you're a tank who's actually trying. T_T
Since we're on the same server, I can pick up on Dreamer's suggestion assuming you really are undergeared at the moment(since I think that was only suggested as a possibility?).
As someone who has played PLD since 2.0. I remember syncing down to stuff before the flash buff and when i was playing with my BLM Friends on low dungeons? You bet your ass it was hard for me to hold hate. I can only imagine how a new tank must feel when he encounters people that are synced down to max stats in that dungeon that know their stuff.
So just keep at it like people said, Don't worry it will get much easier as you level up and ofcourse get better gear with time!
