Rowena collects allagan tomestones to sell to the Garlean Empire. There is no other explanation.

She is gonna use them herself. Basically all events in game about player progression turn arround the idea of gathering several diferent kinds of knowledge about allagans in the tomestones (which are basically USB drives). Information is not wealth, is power. She pretty much built a fortress for herself, under the nice cover of it being part of rewarding the efforts of the free adventurers in exchange for all we have got. How she has shown interest in the weapon progression and creation of the game, and techological advances...
I call it now, last scenario dungeon of this game in 12 more years is gonna be called: Ravenant's Toll.
Awesome, thanks for writing this up for us, Moose! So nice to finally learn more about Rowana and Gerolt... I'm surprised she hasn't learned the truth yet, about that borrowed money. But maybe someday.... at the end of the Anima questline? I can hope!

And then we melted it down, because FATE grinding sucks and we needed to make a new weapon to awaken, despite having just done that... Gerolt apparently drunk so heavily after the Zodiac Weapon Zeta quest, that he forgot the entire affair when we run into him again in Idylshire...The Zodiac Weapon was at last complete. Or so they thought. Curious to know more about the Trials of the Braves, Gerolt struck a deal with Rowena to acquire a full set, including the final tome of the series, the "Book of Netherdark." It was there that he discovered the original Zodiac Weapons possessed a sentience shaped by the bearer's soul—a sentience the recreation appeared to be lacking.
Utilizing Gerolt's criminal connections, the adventurer contacted a black market trader named Remon, who supplied them with the means to awaken the Zodiac Weapon—mahatma. A new potent catalyst in hand, the adventurer set off once more. Their soul resonance with the weapon grew stronger with every encounter. Then, with a final potion from Jalzahn and Gerolt's fiery forge, it was done. The Zodiac Weapon Zeta had awoken.

Hope no one gets on Rowena's case about branding her "slaves", last I checked we do the exact same thing with our Retainers. We even force them to act in certain ways, if the tsundere Au Ra dialog is anything to go off...

Great, now all I'm imagining is Rowena vs Godbert at a Syndicate meeting.Rowena as a syndicate member makes sense too. She is probably the most dominant merchant in northern Eorzea at this point and pretty much holds dominance over the antiquities market. I still think there is more going on with her and her motives than we have been shown. I wonder why she wants to get into politics though. That is more a play for power than wealth, even in Ul'dah.
