If I see a move and use a defensive cooldown it's not bad play when that cooldown takes 5 seconds to wake up and do something, it's bad design...
You shouldn't have to know the fight in advance to use your moves, a drg can see a telegraphed attack appear and pop keen flurry and foresight and they'll be up before that AoE goes off, all I ask is that manaward/wall work the same way and failing that increase their duration so they can still be effective mitigation even if you don't know exactly what's coming.
This is beyond animation delay, if you see a mob using a cast time move you can pop hallowed and it will be active before that cast finishes, these moves won't.
