i dont recall exactly how they said it but it was along side with 3rd party ui mods they had promised to eventually increase the complexity of gear, so far gear has been fairly homogeneous.

They didn't promise. During the liveblog at E3 2014, this is what Yoshi-P had to say about it:
Q. Will we ever see a return of unique stats and enhancements for Weapons and Armour like in 1.0 (such as Shield Bash +10 etc)?
Yoshi-P: One of the worries about doing that is everyone will want a specific weapon for a specific thing, which then means we have to design future content around the assumption that everyone will have that weapon and it reduces choice for players. However, we realize people want to see this added, so it is something we may consider. Change is nice, but we want to maintain balance - so we need to find a happy medium.
