I wouldn't call it amazing... it is useful, but it could be a little bit better.
As you said, I also have it on my SCH hotbar, so even if the potency per tick got increased to 30, it wouldn't affect the balance much.
Making it 230 potency dot seems reasonable to me. 20 more potency than Stone III seems about right.
Aero is a good skill because of its initial hit. (Acc problems indeed, but even so...)
WHM has Stone III with 210 potency. It's better to use Stone III than Aero if you're only considering 1 GCD. If you consider using Aero+Fluid Aura in the same GCD you have 350 potency against 210 from Stone III in the same GCD.
SCH can benefit from Aero since it's 200 potency is even better than Broil's 170. If you consider the 150 potency from Energy Drain, it's even better. Even Ruin II + ED is better than Broil...
AST has Malefic II which is 200 potency. So is Aero. But Aero is interesting for AST (and WHM) because of it's instant hit. In some mechanics, like pushing remedy bombs away from gray bombs in Pharos Hard, the instant hit of Aero is super useful. It's also useful to use Aero (or combust) and then switch Cleric Stance off.
