They separated it like that originally so you couldn't glamour on gear that was above your level, so you couldn't do things like glamour on Ironworks gear to your level 20 character.

And you know how easy that would be to resolve it? The system would check if the level of the glamour gear is higher than the level of the original gear and go "Nope, can't do that. The base level of the chosen gear is higher than the gear you want to glamour. Glamour won't work".
EDIT: Actually it already does this lol. Tested with Level 45 Fingerless Raptorskin Gloves trying to Glamour Artisan's Mitts (Lv50, ilevel 60). They're both under "Grade 2" but because the gear level is higher it won't work.

Which reminds me, I like how the Glamour system was originally designed so you couldn't "Trick" people into thinking you're a different class. And yet we have all this universal gear that are just alternative versions of Discipline specific gear. Like the Taffeta Loincloth or Light Steel Subligar set lol.
Uhm, if you're in a party they can see your class icon, and if you're not they don't typically care. So there was never "Tricking" anyone about your class. But what could have been an issue was a lvl 15 <Insert Class Here> borrowing a friend's old gear and glamouring his ilvl <Insert Higher Number Here> to his ilvl 5-10 equipment.Which reminds me, I like how the Glamour system was originally designed so you couldn't "Trick" people into thinking you're a different class.
