I think she means that making the only requirement to becoming a mentor is to be a level 60 is a bad idea. Due to exactly what you said that there are a lot of poor level 60 players.

Don't really want people at 60 who can't play their jobs right trying to teach other people how to play the job wrong.

Eh, I'm glad we never got new Ranks in 2.x. That Elite gear from Hunts was clearly slated for the new Ranks, and while I loath Hunts, I'm glad it delayed new Ranks.

I mean, what would new Ranks have actually added to the game? We'd have the same dull "Grind 30,000 GC Seals" quest to reach the new cap and then we'd be done. Snore.

I want new Ranks as much as the next person, but I want new Ranks to mean something. I want them to have some kind of event attached to them (Hamlet Defense? Please?). I want them to put effort into crafting a story around the new Ranks. At least half of that is at least what they've since said they're planning for new Ranks, so yeah, glad they waited.

How is it the only one that makes sense? Commendations makes perfect sense, that's a measure of not only how long you've been playing, but how helpful you are in general, for the most part at least. Terrible people tend not to get Commendations, granted Tanks and Healers can be mute and rake them in, but it's better than just going "You got Lv60! That means you can be a Mentor!", despite being Lv60 meaning absolutely nothing. Likewise, they can add new Achievements, if the Training Hall can test how good you are at your Job, and they can tag an Achievement onto that, then that's pretty much the perfect option.

Probably because it doesn't take any skill to level up.
But then again, I think some people are hoping that the mentor system will help them guide new players to savage raid-level battle expectations. Others are probably hoping to bring them under their wing of doing their job and nothing but. But the actual system will probably be nothing for either extreme side of the camp.

I'm really looking forward to taking in newbies as a mentor . A lot of new Dragoons don't know their AoE abilities, so I'll show them that using Ring of Thorns does great damage and looks badass at the same time .

Likewise, I can't wait to show those baby MNKs the art of Arm of the Destroyer spam

and teach all those BLMs that they're really meant to be tanks. Unequip your job crystal, go full STR build and STR accessories, CC Flash, and spam it under Umbral Ice; true metagame tank right there.

Commendations make no sense, since you pretty much get them by default when playing a tank or healing class. They mean little anymore. If they were somehow capable of discerning the amount of commendations you received while playing a particular job, I'd say fine, but otherwise they are relatively a throwaway measurement. I could see them locking it behind you actually defeating all of the "challenges" in the beginner hall, which would be good. That way you don't get lvl 60 Healer's telling players to never use half of their kit, or tanks that refuse to use their cooldowns.

All in all, the system has a lot of potential to make better players out of the people coming in, the only downside is that I could see it being extremely overwhelming for someone new to the game having everything explained to them right from the get-go. While leveling is relatively a cakewalk at this point, some jobs have a lot of finesse at the end of the game, not to mention the general knowledge that accompanies being able to make smart decisions during end game content. Managing cooldowns, knowing when to use certain skills so your buffs don't fall off, managing enmity, not pulling hate off of a tank as a DPS etc.

I'm going to have to disagree. Commendations are a poor benchmark for a number of reasons. Proving your proficiency through achievements would be a much more accurate method of measuring someone's worthiness of being a mentor. They could use preexisting achievements or craft new ones specifically for unlocking the mentor system or a combination of both.

They might even tie it to the "training hall", but that seems a lot less likely and wouldn't make much sense.

With this character's death, the thread of prophecy remains intact.

Yeah, I was thinking training hall too. It would make sense for DPS players, since they could be met with DPS challenges and only become a mentor once they can kill the training dummy within the allotted time (maybe make ilv 190, 200, and 210 versions of the same challenge to make things more accurate), but not sure how that would work with tanks and healers.

Yeah, that's very true. That's usually why it's much easier to recruit new players and teach them how to play their job as they go instead of bombarding someone at lv 60 who doesn't know what to do.
