I've been playing this game for almost 2 months and have gotten my gear to ilvl 193 after playing at my own leisurely pace.

During the almost 2 months of playing my system was operating as a measly 10 fps on the lowest settings possible.

Eventually, I got fed up and replaced my computer, spending about $500 for the tower and $100 for the monitor, then I replaced the graphics card with a better one for about $125 (Go amazon prime!)

Now my PC operates at High (Desktop) graphics at 60 fps in a majority of dungeons. The difficulty drop between playing on my old computer vs my new one is pretty steep.

For instance, when I did Titan hard mode on my old PC dodging landslide was impossible unless I was able to instantly react (No, it's not my ping, I can barely dodge an aoe and 9 times out of 10 it'll work.)

Fast forward to yesterday when I ran Titan extreme with some friends for the first time and his 6 direction landslide during his final phase was nothing more than a bad joke.

Playing with low FPS was pretty much playing the game on hard mode every time I logged in, and now that I've played the game in hard mode everything is just so much easier. I find myself dodging aoes that I normally would have barely dodged with a lot of time to spare.

It's a bit unclear how much slower a person with low fps is compared to a person with high fps, but fractions of a second make a pretty big difference when it comes to dodging things.

So, if you run into a person with a bad computer who is having difficulty dodging mechanics or moving out of things in time, just remember they're playing on a higher difficulty setting than you.
