Not everything. Rowena is our... err, supplier. We do steal stuff from dungeons while leveling, but after that for nearly every world-shaking matter we're armed with stuff we bought from Rowena... for nearly everything.
The best gear, the absolute best, is always bought from Rowena right now. The stuff we get from dungeons is good (esp. leveling), but not great. She carries: Relic / Anima components, Ironworks Magitek gear, Doman gear, Artifact gear, and Gordian gear. (How she got the last is anyone's guess.) And as I've mentioned time and again, she and her apprentices routinely extort us for ultra-rare and valuable items either in the form of tomestones or rare and/or valuable items (see: G'jusana, Papana, Cristiana).
... yes, despite the fact they'd all be dead about a dozen times over by now if it weren't for us, they all insist we buy or trade for their wares. The nerve!
It wasn't so bad in 2.x, since the Coil gear was a direct drop, and there is the current casual raid gear, but it's not the best... it's good, but that's beside the point.
... and again, that's an assumption, and assumptions like that are pretty unwise (or: I couldn't get past the Locksmith in AV once because the healer was undergeared and couldn't keep up with it. Thanks, Scions!).

If this is supposed to be a serious assertion (instead of some running joke where I'm not getting it) then...really? We're seriously using quest reward gil to pass moral judgement on the scions? REALLY? Especially given that there's too much gil floating around as-is?
Putting aside common sense (since that's the only way you can even make this argument), let's tackle the assumption that you can manage your own gear more than adequately without their help (and we clearly can/do). You're not being hired as a warehouse manager and being expected to buy a forklift out of pocket. You're an adventurer at the start, who are more or less solo mercenaries. You take jobs from whoever gives you a satisfactory offer. Not only do you impress the scions with your prowess (with gear they didn't give you) in the very early game, but as early as Satasha you can outfit yourself with good, unique armor. If you need better gear, then that's on you. You're a big girl/boy, and the Scions assuming as much is pretty reasonable.
As far as Tataru not making the WoL a custom outfit, I kinda want one too but what would she make? The WoL can potentially be all 13 combat classes. What kind of outfit do you make for someone who can have at LEAST 13 different outfits on their person that they switch between every 10 minutes?

Tataru could easily make something that, gamewise, could be used on any class. There are gear that fit that mold already.
Yeah, I actually think it would be a good excuse to give us a new set of RSE, since the original RSE is generally pretty class-neutral. It could just be glamour.
What is RSE?
Race Specific Equipment. What you start the game in.
(Is that another one of those XI terms that didn't make it over to XIV? I could have sworn I've seen people use it before).

What's funny is, the Scions are probably looking at some Warriors of Light and calling them cheapskates... Tataru has to frequently take second jobs just to keep the organization running, meanwhile I'm lugging more Gil than they could ever need. Alphinaud went to Ul'dah for financial backing, when I'm fairly certain some Warriors of Light could do a better job of it... Who's the real cheapskate here? The group sending us off to fight gods, or the individuals selling said-gods horn for millions and pocketing it all for themselves?
