That's right, I don't think they can because if they could have, I think they would have. Maybe it's harder than it seems. Maybe they hadn't thought of it and it's too late to implement in the timetable they've established. Maybe it IS going to be there and there's no specific declaration as such. After all, there is the mention of "Implementation of supply and replenishment objectives" for patch 1.19 under "Grand Companies". I don't see why the reward couldn't be Grand Company seals or why crafters couldn't be involved. (Check the 16th Letter from the Producer if you want to see for yourself)

What I don't believe is that they're deliberately shutting pure gatherers and crafters from getting a chocobo on purpose, or that the dev team is not working it's butt off to please as many people as possible. Whatever they've got on the table, I'm ready to see it. At the least I can rent a chocobo if I want and with people turning their gear into materia I might be able to sell some in the markets. Things are looking up for me no matter how I think of it.

Basically, I agree that non combat classes should be able to earn a chocobo on their own, but I think it's too early to complain that it can't be done. Perhaps we can start this over again in a week or so if we find out your suspicion is on the money and there's no note to the effect that the issue will be addressed.
