I'd have to say that Option 1 is the least sadistic option, so I'll take that. A tank in full fending who plays tank acceptably can still hold aggro and fulfil their primary role effectively unless undergeared. A healer that doesn't touch cleric stance can still heal properly. Neither of those examples compromise the core function of the role.

Options 2, 3 and 4 all appear to be examples where players are through deliberate action or inaction compromising their primary role. So I definitely would say that Option 1 is the least sadistic, and therefore the best 'option' to deal with.

Option2, Ice mages are not even using half their core capability; Bards that don't use WM are losing 30% of their skill based damage output; similar for MCH, so these three all compromise their core abilities.

Option 3 & 4 are similarly about players who are not even plying their primary role properly.
