Varies based on the program they are using to parse the numbers, many things can be factored in, the 1200 person could have a longer timer for when the parse stops counting for instance, which would lower the numbers for everyone because there are seconds where no one is outputting DPS.
If only we could get some kind of sanctioned in-game meter that we could all see at the same time and wouldn't have these personal differences in reporting hmmmm...(looks at SE).

The timer only continues when someone is doing damage, so you could technically have 10 minute timeout while you're all idling around and your numbers would still be valid.
