Not sure if I am correct, but it doesn't sync perfectly. As in, the secondary stats like vitality, intelligence etc won't sync up to 150 perfectly. There is an upper cap, for example I believe for me, on accessories, all secondary stats cap at 24. So if I have i210 gear that gives me 40 SS/crit/int/vit, those will go down to 24. Any secondaries below upper cap, will stay below, my i160 ring with 18 spellspeed and 36 crit gives me 18 spellspeed, and 24 crit. I haven't checked, but maybe defense syncs up to i150 / cap. Secondaries seem to NOT sync upwards to the cap atleast.
I have no idea about pvp gear with morale, perhaps morale caps secondaries that the item has, I am not sure.

Lvl Sync applies Post-stat. So, it's better to have a surplus value that syncs down to the stat cap than have a deficiency that syncs at or below stat cap.
The idea is to try and get as close to your ideal secondary stat caps as possible. For example, Tanks see the greatest dmg returns off of Det and Crit, so they want those two stats to be as high as possible. If your PvE set puts you over the stat cap of the lvl sync, then you will always be capped on that stat when you go into battle. It can't get any higher, because you already had more than you could use.
That being said, when you get to maximum rank it is a good idea to compare the stats of the PvP set and the PvE stets. PvP sets are tuned for higher dmg output, and lvl sync applies after morale bonuses. So, the secondary stats on your PvP set can actually be better than your PvE set, depending on what stats it has and what ilvl your PvE set is. For Drk, for example, the item lvl 180 (210 with Morale bonus) PvP set is actually better for Dps than the 180-190 PvE sets because it grants higher Det/Crit at the expense of Acc (which you don't really need in PvP). It's only after ilvl 200 where the PvE sets start to catch up or pass the PvP set, and even then it's comparable. "Attack power" goes up, but Det or Crit (I can't remember which) is still higher on the PvP set, depending on what pieces you have.
In any case, as long as you are syncing down to the maximum stat number you can possibly get, it doesn't make a difference what set you go with.
