Lower prices equal stuff is affordable, affordable means more people will buy more. Gating people to lower competition only helps people mark up the price. Competition is good in a free market, limiting it hurts buyers and they will find other alternatives to bypass them.

As for your anology, that same casual CUL can easily be destroyed by a omni/hardcore/alt craft if they pick CUL (raider loves food). They will have to compete will someone with more resources, knowledge and gear then them. Then the still will be at a disadvantage. Since they people that specialist they have to pony up the scrips to switch only to have the same problem elsewhere.
