Where in the ToS is griefing listed or defined? By your definition, it would include undercutting, "early pulling", and doing anything that someone else doesn't like.

Actual griefing is harassment; trading someone trying to teleport, stalking someone, name calling, sending unwanted tells/shouts/PF/whatever about a person/FC.

As far as scamming, the potential for a scam doesn't make it a scam. Player casinos, off MB trading, run selling, and PF runs with quartermaster/loot rules all have a potential for scamming. That doesn't make them against the ToS.

Well is really sad too see this situation now housing is worst, such limited feature is now being grab by those with huge amount of gil an reselling it for 1000x is value is not ok, I don't blame the users since the system let you do it but this type of mentality is not..just not right,why would you not let others that do need the house not have it if you already have one?
We supose to be a community were we all have the same goal...enjoy the game.

lets hope SE do lock one house Per account.

The message seems entirely aimed at selling the houses for real world currency. Definitively not a strong statement against selling it for in-game currency.

One thing that proves a strong argument for it is that it's basically a player-made agreement. For those who don't know, if you make any sort of agreement in the game (Say, I give you mats and 50k and you craft for me, I pay you and you carry me, etc.) and it is stated in chat somewhere; GM's will actually enforce it should one of the parties involved doesn't comply their end of the deal (Scamming, basically).

This entire transaction can be constructed the very same way. "I pay you 5 million to destroy your house as I happen to be the only player standing next to the Placard" is a valid player-made agreement. You can pretty much make any agreement valid as long as no one scams and it's clear on the chat.

It would be great to have actual clear precise clarification from ultimately our punishment enforcers as we can speculate as much as we want and it'll get us nowhere.

Yep. Fruad/Scamming is against the ToS.

If you discuss and agree with someone that they will give up their property if you pay them X amount of gil, and you pay them and they don't release the plot, you can report them I believe.

So where exactly in the TOS does this fall under? Just a blanket "it's against the TOS" is kinda of useless until they point where in the TOS does it say so. This is reminding me of Eternal Bonding ring sales where GMs said one thing, CMs said another, and Yoshi then said it was ok.

The behavior of reselling houses the owner intends to no longer use (if they were intending to use it at all) falls under disruption. They are denying the use of limited resources to other players for their own gain.

it's not even disruption, they got it first, fair and square. Is it 100% right? not even close, but it's not WRONG either

or you can do the correct thing and report the plot seller for rmt they get banned and you get house without funding rmt win win.
