I'd have to disagree. Aero can be used in different situations (moving etc.) and since it's a DoT it can deal damage while you are healing.

I'm just going to throw this in there, but Aero itself is a potency loss over Stone III. The potency is tied to the GCD and it's not like the DoT will tick when the initial hit misses. When either spell misses, the entire potency of it is lost. Yes, it's dealing damage while you're healing, but that's the damage you're getting for spending that one GCD on it. Which over time will be 10 less potency than Stone III has up front. Now there are plenty of ways to make Aero actually worthwhile to make, but I'm not going to touch that subject.
