They once were. I believe it was patch 2.2 which implemented personal housing.
They originally had said I believe was in a live letter long time ago, was before personal housing was released of course, stating that FC housing and Personal housing would be separate. But I guess they decided not to do it due to server expenses or something along those lines. Can't remember which live letter or whatever source that came from when Yoshi said it, but I remember them talking about it.

If only they would, and increase the amount of items you can place in houses too while they're at it. :P I just wish there had been more information given to people other than just the people who were losing their houses. Would have been nice at least for people on higher population servers to attempt to get sleep/eat/bathe/etc. without feeling as if they're going to lose their chance at getting a house.
As someone with anxiety, you're pretty much describing me Vell. It's awful and yeah, I joined right as housing for individuals was added and couldn't afford even a personal room at the time. It's pretty much my main goal in game, above leet gearz, savage clears, or being the most glamourous Femroe on the server (not that there's a lot of competition).That person might become me, sadly. I have a Christmas dinner coming up and I'm at 24 hours no sleep while being anxious about this thing for the whole week already. While I don't play for long, I have longed for a house since I earned my first mil. When I had enough, houses were already gone and now I've gotten enough for a Medium. Thing is, I doubt people would let any open plot sit and I really don't want to wait 6 more months.
That's a tiny bit before my time (started in 2.3) but I am aware that used to be the case. Should've stayed that way imo.

Yes and no. People used to just make their own FCs to obtain houses, which if personal housing had never been released we would be seeing a ton of single player FCs and a lot of amazing raiders who would have been unable to join their current FCs (that's an entirely separate conversation lol.) Personal housing is great. It just could have been implemented differently. Unfortunately you can't please all of the people. At the end of the day it's better than having no housing whatsoever.
They are actually increasing the item slots! This was a point addressed by the recent live letter. As for the high pop thing, I just assume I'm going to miss every open plot. I hope I camp the best choice and it would be great to obtain my FC's house this way, but alas.If only they would, and increase the amount of items you can place in houses too while they're at it. :P I just wish there had been more information given to people other than just the people who were losing their houses. I just got lied to by a friend of many years about houses being up, rushed back home for nothing, ruined everybody's Christmas and ended up throwing up from the crazy running speed right after the feast. All for nothing.
At this point, I don't care anymore, I'm getting that plot even if it kills me >.>
The day is ruined anyway...and that friendship too, kind of xD
I want to say "Good job, SE!" but I guess I have no one to blame but myself for trusting someone else for mere 3 hours...
