I answer with all the snark and sarcasm I can imply:
Let us not forget that Coil was the raid playground of the Highest of High, Holiest of Holy "Elite" players. The relic was for the common man. The Everyman. You didn't have to have yoloswag DPS or know the best rotation or how to dodge aoes without bright, obvious markers. You just had to "play how you wanted to play" and not sully yourself with the filth and rancor of challenging content like Coil. The relic was the sweet, nectar-like tears of Shiva, while raid weapons were Garuda's boob sweat.
(Pause for wretching at the thought of G's boob sweat). . .
That you would even suggest the common player be made to run challenging content - even if old and less challenging - for the sake of the strongest weapon possible is absurd, ludicrous, unpatriotic, and quite simply an offense to sensibility! I will not ask you to be gone from my sight, but I shall not remain to listen to such madness. Thus I bid you good day, sir!

There is a weird glitch. I queued for Void Ark on a Tuesday, waited 90+ minutes, thought it was weird, so I cancelled the queue, popped it again, and got in after 3 minutes.
It may have something to do with the match making algorithm as you can be pushed out of a queue. Which I think lands you into a dead locked room. Basically you are in a room queue of your own. That's my theory anyways, but there is something weird.
I was specifically replying to the person I quoted about it being a glitch with the duty finder.
IIRC the specifics of the incident I was referring to involved when groups queued in and the system was putting groups together and getting an odd party formation and thus breaking the commencement of duties from that point on until it eventually corrected. It happened after tweaking the algorithms in 3.1(?).
That issue had a hotfix applied.
And I was saying that long queue times for stuff like ST etc is a result of people simply not signing up for the duty, not a glitch since said glitch got fixed and it was explained why it happened.
