I what they're getting at is that the modeled/rigged/animated asset for Sleipnir was already created for the game as Odin was riding it in the black shroud at launch which was long before it was added as a standalone mount to the cash shop.

This means that other than flagging it as a player mount it was already created and existed on it's own and that somewhere down the development pipeline they willingly made the decision on whether or not to release it by itself and how they would go about doing it, in fact they didn't even have to go through extra work to adjust it for player characters because Odin already takes on the appearance of the player who kills him meaning Sleipnir was modeled / scaled for all races to ride him.

They chose the cash shop as the means to release it as opposed to other methods they could have taken (like the Odin trial).
