Not everyone can or is willing to transfer though.

Super sorry to hear that and I wish there was something I can do to help, but the only thing I could suggest is what you've already said, finding a smaller server.

All I can suggest is a server such as Goblin or something. I've seen they still have houses, but I'm unsure how likely it is they have any sort of endgame.

You are absolutely correct about your end game assumptions of Goblin. I left there 9 months ago. The open players of end game is a very small core group of players, just about enough to fill 3 PFs (this excludes statics). It was common place for a PF to need in excess of 3 hours to fill a team. I still keep in touch with a few players on the server and they generally state it is pretty dead these days.

OP, you can definitely buy a house on that server, and usually for a depressed price. I would also recommend join Dark Lords FC, they are a pretty cool bunch.

I can verify this, that's what it was last year when I did my transfer. Going from a mid-population server to a high population legacy server with a more competitive economy and lower prices on the market boards with that kind of limit, it was a real pain to plan for.
