I like the idea overall, but not the point system for purchasing extra. As a monthly sub game, I feel it is lame that there are items which can only be purchased via a cash shop.

I disagree, I think this would help with RMT. I think there would be a lot of market forces which would drive down the prices of RMT and the items on the market board. Theoretically, this would make RMT less profitable and could potentially cease. It would also, as the OP suggested, add a legit way of purchasing gil with real world money.

Conversely, similar solutions have reduced RMT in games like Guild Wars 2 and Wildstar (at least I rarely if ever had RMT requests in either game, with 1k hours on Guild Wars 2).
