Honestly it's because every single PF I've seen post day 1 has been, "learning party, know up to meteors," or "have exp past limit break," or some form or another. And when I've actually seen a fresh learning party created with no knowledge or exp needed, it sits their empty for hours. You can't que in DF so ppl are left with only one option. Lie to get into a party to get some exp. There isn't much middle ground. Those who have cleared it, aren't running it. And those who have 0 Exp can't get a party. I'm not saying it's right, but if those of us who have cleared the fight can't take the time to get more ppl exp, then there will never be enough ppl to actually fill up a farm party.

Why not join the party instead of staring at it? You had another option, but chose to ignore it.

That's a valid complaint. There isn't much of an incentive to run it seeing as the new relic will probably overshadow or be comparable to the Thordan Ex weapons. Then again, that's the same thing happening with other content. ;p

As for farm parties not filling up? It's the choice the person who put up the PF, I'm afraid.

Connections, my friend. If you see someone not performing up to your standards, politely tell them and then replace them. If you see someone doing very well, or have been with you for the ride for a long time, good chance to make friends with them and progress together. As some others have suggested, a LS would be a good idea.
