You are right that you lost 150 from the fact that the servers started before the 7 am PST, but you lost the remaining 50 from a bug with the quests between the 10th and the 12th. When you complete the rank up quest you were supposed to get a reward of 3 new quests generated, but, due to an bug, quests you had already completed were still in the pool and if selected you would not get the opportunity to complete it again so you could loose 50/100/150 reputation if you were unlucky.
