You wouldn't have been able to Raise him anyways. Toto-rak caps at 27, and ASTs can't raise mid-combat until the trait at 28.

I think that's the CNJ version? Ascend gets traited at lvl 20, and I could definitely cast it in Toto-Rak, it was just a hardcast.
